State of Global AML Enforcement: H1 2026
Every figure in this study is drawn from RegActions' own live data APIs, retrieved on 17 July 2026, and cross-checked for internal consistency before publication. It is a snapshot, not a forecast: where a number cannot be computed from the data we hold, we say so rather than estimate it. The study is free to reuse under CC BY-NC 4.0 with a link back to RegActions (see the licence note at the end).
A note on windows before the numbers. Our enforcement dataset can be filtered by calendar year, and the curated UK series can be split by month, but the cross-regulator dataset cannot currently be sliced to an exact half-year through the public API. So we report two clean, honest windows: a UK (FCA) H1-on-H1 comparison from the month-level series, and a 2026 year-to-date cross-regulator picture (1 January to 17 July 2026) set against full-year 2025. Each table states its own window.
Headline findings
- UK enforcement is accelerating. In the curated FCA fines series, the FCA issued 9 monetary penalties totalling £16,842,723 in H1 2026, against 4 penalties totalling £11,941,599 in H1 2025. That is a +125% rise in the number of fines and a +41% rise in their value year on year.
- The largest single UK penalty of 2026 so far is £12,993,700 against John Wood Group PLC, which alone accounts for more than three-quarters of the FCA's 2026 monetary-penalty total to date.
- Globally, enforcement value is running below 2025. Across 39 public regulators, RegActions recorded 771 enforcement actions worth £303.6m in 2026 to date, compared with 1,519 actions worth £2.50bn across the whole of 2025. Because 2026 is a partial year, this is a run-rate observation, not a like-for-like fall.
- The country-risk landscape is concentrated at the top. Of 211 scored jurisdictions, 14 sit in the Very high band and 25 in the Low band; the middle two bands hold the rest. Three jurisdictions remain on the FATF blacklist and 22 on the grey list after the June plenary.

This is the one true like-for-like comparison the data supports, taken from the FCA monetary-penalty series split by month.

Regulator league table: 2026 to date
The table below ranks public regulators by the value of enforcement RegActions recorded between 1 January and 17 July 2026. Amounts are normalised to GBP. This cross-regulator dataset is broader than the curated FCA series above and counts enforcement actions rather than monetary penalties alone, which is why the FCA line here (73 actions, £19.9m) differs from the 9-penalty curated figure; the two series answer different questions.

Breach-category signals
RegActions tags each action with the regulator's own breach description. Across 2026-to-date the most frequent tags are dominated by high-volume, lower-value process categories, in particular FINRA's Acceptance, Waiver and Consent letters (114 actions) and national administrative-penalty categories. The concentration of value, by contrast, sits in a small number of market-abuse, AML-control and disclosure cases. The read-across for compliance teams is familiar: most enforcement is high-frequency and procedural, but the tail risk that moves board-level numbers is a single control-failure or market-abuse finding.
Because breach labels are regulator-specific and not yet fully harmonised across all 45+ sources, we report the pattern qualitatively here rather than publishing a cross-regulator category ranking that the underlying tags cannot yet support cleanly.
Country-risk landscape
RegActions scores every jurisdiction 0-10 for AML, sanctions and governance risk (higher = higher risk) under a transparent v2 methodology. As of 17 July 2026, 211 jurisdictions carry a published score; a small number of dependent territories are withheld as insufficient-data rather than guessed.

FATF movements at the June 2026 plenary
The FATF plenary in Paris on 17-19 June 2026 produced four changes to the monitored-jurisdiction lists:
- Added to the grey list: Iraq and Bosnia and Herzegovina.
- Removed from the grey list: Algeria and Namibia.
Methodology and licence
Sources. Every number above traces to a RegActions public API response fetched on 17 July 2026. The country-risk scores combine FATF list status and mutual-evaluation ratings, World Bank Worldwide Governance Indicators (2024 vintage), sanctions-regime coverage, and Transparency International's CPI, each cited with its retrieval date inside the API responses.
What we did not compute. The public enforcement API does not expose an exact H1-vs-H1 split for the full cross-regulator dataset, so the global figures are reported as 2026-to-date against full-year 2025 and should be read as run-rate context, not a half-year comparison. Only the UK FCA series supports a true H1-on-H1 comparison, and that is the only place we make one.
