Trusted Country Risk Score v2

A deterministic 0-10 benchmark of inherent jurisdictional risk, currently in parallel validation. It is structured with reference to Basel and Wolfsberg factors and is not a customer accept/reject decision.

Three pillars

  • AML/CFT framework (50%): FATF effectiveness ratings at 70% and technical compliance at 30%.
  • Governance (30%): equal-weight mean of six inverted World Bank WGI percentiles.
  • Sanctions exposure (20%): 70% highest geographic regime scope and 30% mean across UN, UK, EU and US.

Missing evidence

Missing inputs are never scored as zero. One missing pillar is provisional and cannot be Low; fewer than two pillars produces no headline score.

Sanctions promotion gate

Official catalogue candidates never enter scoring directly. Every row requires independent country-nexus and tier review against country-specific legal evidence, plus a current stable four-source assurance run. Until the immutable approved snapshot passes that gate, the entire sanctions pillar is withheld.

FATF grey list 6.0; FATF call for action 9.0; sectoral sanctions 6.0; comprehensive sanctions 8.0. Targeted sanctions remain a visible flag.
